A presente invenção é um sistema de distribuição compreendendo um pad e uma composição líquida, compreendendo um ingrediente ativo insolúvel dermatologicamente com uma viscosidade que permite substancialmente absorção uniforme da composição sobre o pad e o pad é então empacotado em um recipiente fechado.
