Sistema Rotativo com Efeito Retardado da Força Atuante no Eixo, refere-se a um sistema cujo princípio básico é mudar o sentido de uma força (180 graus de preferencia), utilizando o movimento de rotação e um processo qualquer que retarde a atuação desta força no eixo, no tempo necessário para que o sistema rotacione 180 graus, para que o sentido da atuação desta força também se altere em 180 graus desde o momento da sua origem (formação).
