The mark consists of a shield with a wide, solid band at the outer edges, surmounted by a stylized image of an eagle looking left. The words "HOMELAND SECURITY INVESTIGATIONS" appear at the top of the shield, directly below the eagle. A ribbon bearing the words "SPECIAL AGENT" appears on the bottom of the shield. At the center of the shield is a circular logo bordered by the outlined letter "U" on its left side and the outlined letter "S" on its right side. The logo consists of five concentric circles, the first of which consists of narrow band, the second of which consists of a wide band, the third and fourth of which consist of narrow bands, and the fifth and interior of which consists of a solid circle. The words "U.S. DEPARTMENT OF" appear on the top of the second concentric circle, and the words "HOMELAND SECURITY" appear on the bottom of the second concentric circle. The interior concentric circle depicts a graphically styled eagle. The eagle's wings stretch into the second concentric circle. The eagle's talon on the left holds an olive branch with 13 leaves and 13 seeds while the eagle's talon on the right grasps arrows. Centered on the eagle's breast is a shield divided into three sections. The top section is a sky with stars, the bottom left section contains a cloud, the bottom right section contains four wave shapes separated by lines. Nine rays of light emanate from the top portion of the concentric circles. Eleven stars form a semicircle around the lower portion of the concentric circles. The interior background of the shield design has a repeating cross-hatched pattern comprised of horizontal and vertical series of lines.
