The mark consists of two concentric circles with a thick circle outside and a thin circle inside, encircling all the other components, which include a stylized silhouette of thirteen books which stack vertically and placed in the middle of the circles, three lines getting longer and longer from bottom to top positioned above the stacked books, four lines getting longer and longer from top to bottom positioned beneath the stacked books, a stylized silhouette of two letters of "J" and "L" above the top three lines, two auspicious clouds and two lines connected thereto, respectively, symmetrically placed on both sides of the second book from the top, a stylized balance scale including two triangles as pans being suspended under the two lines on the left side of the stylized books, and a stylized sword being suspended under the two lines on the right side of the stylized books.
