Centered above the terms is a design of a bald eagle with its outstretched wings appearing between the terms. The eagle is looking rightward with a shield overlaid the eagle's body. The eagle is holding three arrows in its left claw and olive branches in its right claw. Six five-pointed stars appear across the top half of the shield and the lower half of the shield is striped. There is a scrolled banner that stretches across and below the eagle's wings. There are 22 five-pointed stars on the banner.
