The mark consists of a blue circle surrounding a black circle, with two black ovals within the circle, with a large black "W" in the center of the two outer circles, that has a white star in the center of the "W", with five black lines running horizontally across the inner black circle, with the top black line and bottom black line bisecting the two internal ovals, the line above the bottom line terminating on each side at the "W", the line above that line terminating at the outer edge of the oval closer to the outside circles, and the line above that line terminating at the edge of the innermost oval, with the innermost oval shaded in orange, the second oval shaded with blue in the center and green at its top and bottom above the blue shading and the space between the outermost oval and the black circle shaded in yellow.
