Within the outer border is an inner circle featuring a background of mountains with four white caps beneath a dark shaded sky where the sun is depicted about to rise over the mountains. The lower half of the inner circle is white. In the center of the inner circle is a Native American teepee with a black top and a thin scalloped bottom border. In front of the teepee there are two darker Native American pipes facing left and right. On top of the pipes there is an open book. On the bottom of the teepee are seven feathers, each with a fine black dividing line and shaded tips.
