The "FL" design below the word "JUPITER" under the lighthouse letter "I" consists of a backwards stylized silhouette design of the State of Florida located to the left of the stylized letter "L". The interpretation of the design is the word "FL" with the backwards silhouette of the State of Florida being the letter "F".
