The mark consists of concentric ovals starting at the outer edge with narrow gold, wide black and a narrow gold inner edge. White lettering with gold drop shadowing are placed on the black area at the top and bottom areas. At the vertical center of the black band are gold compass stars. The inner oval contains a blue lighthouse representation with red yellow and dark blue detailing. The background of the inner oval is a vertical gradient of orange to yellow starting at the right edge in red and yellow at the lighthouse. The area to the left of the lighthouse is a gradient of light blue to dark blue from the left edge of the lighthouse to the left inner edge of the center oval. The lower quarter of the inner oval is a blue representation of water with a continuation of the orange to blue background.
