A presente invenção refere-se a um dispensador de líquidos com mecanismo de abertura por ponta, do tipo livre de conservantes, para frascos de sopro-envase-selagem, com uma membrana de dupla função para o controle da passagem de ar e líquido, com uma selagem de silicone perfurável que garante a esterilização em qualquer momento, quando na posição de armazenamento e ao abrir o frasco.
